Johanna Liu

Executive Director, San Francisco Community Clinic Consortium

I serve as President & CEO of the San Francisco Community Clinic Consortium (SFCCC), leading a network of community health centers that care for over 10% of San Franciscans—primarily low-income, immigrant, and historically marginalized populations. My work sits at the intersection of healthcare delivery, policy, and equity, strengthening the financial sustainability of safety-net providers while advancing system-level changes. Our clinics are the backbone of the safety net, delivering integrated medical, behavioral health, and social care.

This moment is pivotal. Recent federal policy changes under H.R. 1 propose the largest cuts to Medicaid in history, with California projected to lose billions annually and millions at risk of losing coverage. These shifts reduce funding while increasing administrative burdens, straining clinics already operating on thin margins.

At SFCCC, I am leading efforts to stabilize providers, protect access, and advance state and local solutions to mitigate federal retrenchment. Our work is both immediate—keeping clinics open and patients covered—and systemic, shaping a more resilient and equitable healthcare system.

I seek to strengthen my strategic and financial leadership through HBS’s Strategic Perspectives in Nonprofit Management to navigate this inflection point and scale impact for the communities who depend on us most.
